FROM THE PRESIDENT - Don Schmidt
Neighborhood activities was the primary theme of our September meeting. Sister Marie Charles Buford described the purpose and the activities of the Carondelet Community Betterment Federation (CCBF). The federation is working very hard to make Carondelet a good place for family living by seeking solutions to neighborhood problems and working for the betterment of the total community. Its goals include encouraging property upkeep, attract long term residents and new business, work with local school systems, assist with job placement, and serve as a liaison between the community an city government. CCBF Inc presently operates three ongoing programs.

1. SENIOR HOUSE REPAIR
Assist residents 55 plus years of age who live in their own home in Carondelet in the repair of their resident. A 50/75 House repair program for younger residents for exterior repair who live in their house in the 11th ward and meet the income guideline.

2. CARONDELET SENIOR CENTER
Activities include meal programs, recreational programs, and support and friendship for the senior citizens in the area.

3. CCBF/ST. JOSEPH OUTREACH CENTER
Provides food and clothing distribution, utility assistance, visits to home bound, counseling, and seasonal provisions and assistance.

Brigitte Piduck gave us an update on neighborhood and city service activities. Such items as the EPA, Weed & Seed program, activities in the Mayors office, and how to handle problem properties were discussed.
Due to recent articles in the Post Dispatch, the subject of lead paint was discussed at length. It was surprising to me how little was known by the attending members about this subject since it was a major subject at an earlier meeting and legal requirements became effective as early as September, 1996.
This was the first meeting that we used the phone tree to notify members of the meeting and the result was better attendance. We all have busy schedules and it is all to easy to forget important meetings such as ours. Thanks to the members who have volunteered to conduct the phone tree.
The Board of directors was pleased to announce that the membership dues for 1998 has been reduced to $20.00 per year and we now have a new address. Our new address is:

At the conclusion of each meeting I become more convinced that the need for an organization such as ours continues to grow. The more membership participation we have the better our chances are to realize the organizations mission statement, "TO MAINTAIN AND IMPROVE PROPERTY VALUE, IN PARTNERSHIP WITH THE COMMUNITY, TO ATTRACT QUALITY TENANTS AND TO HAVE A SAFE, DESIRABLE NEIGHBORHOOD." Remember, there is no saturation level for knowledge. A knowledgeable Landlord is a good Landlord and an effective business person. Hope to see you at the next meeting.
ITS THE LAW - LEAD PAINT
The Environmental Protection Agency (EPA) and the Department of Housing and Urban Development (HUD) require that most home buyers and renters receive known information on lead-based paint and lead-based paint hazards during sales and rentals of housing built before 1978. Buyers and renters must receive specific information on lead-based paint in the housing as well as a Federal pamphlet with practical, low-cost tips on identifying and controlling lead-based paint hazards. Sellers, landlords, and their agents are responsible for providing this information to the buyer or renter before sale or lease.

WHAT IS REQUIRED?

* Sellers and landlords must disclose known lead-based paint and lead-based hazards and provided available reports to buyers or renters.(Example of such a report is attached to this newsletter).

* Sellers and landlords must give buyers and renters the pamphlet, developed by EPA, HUD, and the consumer product Safety Commission(CPSC), titled Protect Your Family from Lead in Your Home.

WHAT IS NOT REQUIRED?

* This rule does not require any testing or removal of lead-based paint by seller or landlords.

* This rule does not invalidate leasing and sales contracts.

FROM THE MEMBERS
A question was asked during the last meeting on why was military status asked on a eviction form with regards to the person being evicted. This appears to refer to the Solders' and Sailors' Civil Relief Act of 1940. Its purpose is to suspend enforcement of civil liabilities to military personal under certain conditions. An example would be in trying to hold a tenant, who is a Army Reservist being called to active duty, to all the terms and conditions of a rental lease. The same would apply to an active military person who received orders to go to another location. It basically relieves military personal from certain civil liabilities if they occur due to military requirements that are out of the control of military person.
Another member requested that we look into providing the membership with information of members selling property or wanting to buy property. Be a kind of conduit for members to do business with other members. I see no negatives in this and think it is a good idea. Think about it and we will discuss it at the next meeting.
CHECK YOUR CALENDAR
We have established a permanent schedule for all our meetings. The Carondelet/Holly Hills Landlord Association's meetings are scheduled for the third Monday of each odd month. All our meetings are held at Southern Commercial Bank, 5515 South Grand in the lower level. The doors are open at 6:30 and the meeting starts at 7:00 P.M. Our next meeting is scheduled for November 17, 1997. The main topic of the meeting will be HB 361. This is the first major LANDLORD-TENANT legislation that has occurred in the State of Missouri in years. All landlords should be familiar with HB 361.
As 1997 comes to a close it is time to send in your 1998 membership dues. Also, if anyone is interested in becoming a member of the Board of Directors, please advise. 1998 will be an election year for the association. Any member can be a candidate.
